HEALTH CARE ANALYST PREDICTS INDUSTRY WINNERS IN HEALTH CARE REFORM

 WASHINGTON, Nov. 12 /PRNewswire/ -- Speaking at a press conference held today at the National Press Club, Eugene Melnitchenko, health care analyst for Legg Mason Wood Walker, Inc. of Baltimore, said, "Investors have been overreacting to the Clinton Health Care reform proposal. When health care reform is debated in Congress and is better understood, health care stocks will stabilize and perform better."
 Mr. Melnitchenko, who has been following the health care industry as an analyst for more than 30 years, predicted that the plan is unlikely to be enacted in its present form. "Perhaps one of the plan's most serious weaknesses is its intention to tinker with one-seventh of the economy without consulting key industries," he said. He added that economic history suggests that the caps on insurance premiums and pharmaceutical prices as proposed typically lead to distortion and rationing.
 Mr. Melnitchenko said that, "Most health care providers hope that a final plan will be different from the Clinton proposal." He identified a number of companies likely to benefit from the health care proposals.
 Expounding on his comments in the "Legg Mason Quarterly Health Care Monitor," a publication prepared for clients and widely distributed to the media as well, Melnitchenko named these companies as positioned to gain market share:
