HART PUBLICATIONS, INC., ACQUIRES EUROPEAN-BASED OIL AND GAS PUBLICATIONS FROM NOROIL PUBLISHING HOUSE

 POTOMAC, Md., Jan. 4 /PRNewswire/ -- Hart Publications, Inc., today announced the acquisition of three European-based oil and gas publications from Noroil Publishing House: The European Journal of International Oil and Gas (Euroil), a monthly magazine; European Offshore Petroleum Newsletter; and Petroleum Monitor, a daily electronic news service and database.
 Ole-Jacob Kvinnsland, founder of Noroil, will join Hart's European subsidiary, Hart Europe, as partner and managing director. Kvinnsland will continue to serve as president of the Noroil Group headquartered in Stavanger, Norway.
 Hart Publications, one of the premier publishers in the worldwide oil and gas industry, publishes such publications as Oil and Gas Investor, Petroleum Engineer International, Pipeline Digest and the Oil World family of magazines. Hart Publications is a subsidiary of Phillips Publishing International, Inc., a $100 million corporation headquartered in Potomac.
 James T. deGraffenreid, chief executive officer of Hart Publications, announced that Hart is forming a European division as a result of this major acquisition of European publications.
 "Oil and gas is a worldwide business, and the acquisition of the Noroil publications strengthens our presence in the European market," deGraffenreid said. "We will move the Noroil publications from Norway to a new Hart Europe office in London so that we can expand our coverage of the European theater. We expect great synergy between Hart Europe and our Hart America offices in Denver, Houston, and Potomac, Md. Each group can cross-market the other's products on its respective continent."
 deGraffenreid added that he is delighted that Kvinnsland is joining the Hart Europe team as managing director.

 The Noroil Group will remain based in Norway as an independent provider of consulting and database management services to the oil and gas industry. The Noroil Group will serve as Hart's representative in Scandinavia, supplying sales, marketing and editorial support.
