Gulfstar FPS[TM] to develop deepwater gulf field.

Hess Corporation and Chevron U.S.A. Inc. are preparing to begin production in 2014 from the Tubular Bells Field in the eastern Gulf of Mexico.

In May 2011, Williams Partners L.E received a Letter of Award from Hess Corporation (operator) to provide production handling services in the Tubular Bells field.

A decision was made to use Williams Partners' proprietary floating-production system, Gulfstar FPS[TM], to develop the field. The platform will serve as a central host facility for other deepwater prospects in the area.

Contract terms called for Williams Partners to design, construct and install its wet tree Gulfstar FPS[TM] in block 768 of the Mississippi Canyon leasing area in 4,300 feet of water. The spar-based floating production system will have a capacity of 60,000 bopd, up to 200 MMcf/d of natural gas and the capability to provide seawater injection services. Using traditional three-level topsides mated to a classic spar hull, it will be the first spar-based floating production system with major components built entirely in the U.S. Gulf Coast area.

Contract Awards

Wood Group's Alliance Engineering was awarded a contract for the detailed engineering and design of the topside facilities and deck for the Gulfstar FPS[TM] spar production plat form. The single-lift topsides will have three deck levels and include processing equipment, seawater injection equipment, utilities, an accommodation building with helideck, and pumping and compression equipment to export the treated oil and gas through departing pipelines. The completed deck will weigh 7,000 short tons.

"Alliance has been working with Williams Partners to develop their standard Gulfstar floating production system concept (FPS)," said Edmund Lunde, president of Alliance. "With concept development and FEED completed, we are pleased to continue working with Williams Partners on the detailed design of their first Gulfstar FPS."

Hess awarded Technip a lump sum contract for the design, engineering, fabrication and subsea installation of more than 28 miles of flowlines, steel catenary risers, pipeline end terminations, piles and structures.

Technip's operating center in Houston will perform overall project management while flow lines and risers will be welded at the Group's spoolbase in Mobile, AL.

Offshore installation is scheduled to be completed with the Deep Blue, one of Technip's deepwater pipelay vessels, during the first half of 2013.

As to the hull and topsides construction, Williams Partners awarded Gulf Island Fabrication, Inc., through its Gulf Marine Fabricators subsidiary, a contract to construct the hull portion of the Gulfstar FPS[TM] at Aransas Pass, TX, while the company's Gulf Island LLC subsidiary will construct the 7,000 ton topsides at its Houma, LA facility.

"Gulfstar is intended to be another tool that deepwater producers can deploy for field developments that utilize proven and reliable wet-tree technology," said Rory Miller, president of Williams Partners' midstream business. "This Gulfstar project expands our deepwater export, gathering and production handling business in the Gulf. We are delivering a solution that has positive, meaningful bottom-line impact for producers.

"This project will create approximately 1,000 U.S. jobs for 30 months," Miller said. "These jobs are spread from coast to coast across more than 20 states."
