Guerrero bares Marina reorganization agenda.

Maritime Industry Authority (Marina) Administrator Rey Leonardo B. Guerrero has proposed a 14-point agenda to give the agency the boost that it needs to carry out lasting reforms in the industry.

Aside from completing the 10-year draft of the Maritime Industry Development Program, which provides a general framework and execution plan for the agency, Guerrero said he wants to complete the revision of the draft on the Philippine Merchant Marine Rules and Regulations.

He also wants to complete the Marina's quality procedures covering all major services at the Marina Central Service Units in preparation for the eventual implementation of the agency's Integrated Management System; and to finish of the draft for the Philippine Fishing Vessels Rules and Regulations. These, he said, will help make 'merchant marine services and procedures more efficient.'

To strengthen the organization, Guerrero proposed for a reorganization on the agency. He also wants to accelerate the filling up of vacant plantilla positions, and to revive the Marina Performance Governance System, and work on the validation by the Civil Service Commission of Marina's implementation of the strategic Performance Management System.

Guerrero, a military man, also plans to ensure the full compliance of the industry with the audit findings of the European Maritime Safety Agency relating to Philippine Maritime Education, training and certification system.

He, likewise, plans to prepare the industry for another audit from the IMO Member State Audit Scheme in 2021; and to strengthen the Philippine participation in international meetings and conferences.

'Marina participants in such conferences should have prepared and clear positions, interventions and papers before being allowed to travel,' he said.

Other efforts also include the assessment on the implementation of Republic Act 9295, also known as the 'Domestic Shipping Development Act of 2004'; the implementation of regulatory reforms to ease doing business in the maritime industry; and the reengineering and updating of the contents of the Marina web site.

Guerrero was appointed by President Duterte to the Marina after serving as chief of staff of the Armed Forces.
