Govt to enhance number of accredited labs.

ISLAMABAD -- Government is planning to increasing the number of ISO/IEC 17025 accredited laboratories and certification inspection bodies throughout the country to facilitate the availability of internationally acceptable accreditation to the exporters.

Ministry of science and Technology will launch new accreditation schemes for Halal Certificates and will induct Standardization related subjects in the academia/universities through Higher Education Commission, official sources told here on Sunday.

Besides, textile testing house will be established at Karachi to check the AZO dyes and ECO testing in order to boost the export potential of the country.

They said National Physical And Standards Laboratory (NPSL) will be set up as the National Metrology Organization as a separate entity, independent of Pakistan Council of Scientific and Industrial Research (PCSIR) through an act of Parliament.

Moreover, Pakistan National Accreditation Council (PNAC) and Pakistan Standards and Quality Control Authority (PSQCA) will be strengthened in terms of manpower and infrastructure in order to enhance their roles of accreditation and standardization, respectively.

The sources said PSQCA will be restructured and its functions redefined to remove jurisdictional overlap with the functions of NPSL and PNAC through amendments in the PSQCA Act.

Ministry will take steps to increase the number of mandatory standards of PSQCA manifold from its current figure of 92 and will enforce these standards on imported goods also to prevent flooding of sub-standard goods of foreign origin in local markets.

" We will harmonize federal and provincial laws to ensure that the same standards are uniformly applicable throughout the country", they told.

In an effort to promote quality culture, plan is to establish Chemical/Physical laboratory at Quetta and mobile testing labs at Balochistan, Northern Punjab, Southern Punjab and Khyber Pakhtunkhwa, the sources added.

Ministry will take steps to establish Knowledge Centre at PSQCA Complex Karachi and create capacities in PSQCA, PNAC and NPSL to promote quality culture for trade enhancement.

" Government will ensure the uniform application of standards throughout the country by harmonizing federal and provincial laws", they said.
