This volume examines the politics around the establishment, development, and transformation of gender equality institutions in the Nordic countries (using the example of Sweden), the former communist countries east of the Baltic Sea region (using the example of Lithuania), and the northwestern part of Russia. It considers the relationship between the internationalization and Europeanization of gender equality and national and local contexts from a historical perspective, with emphasis on the role of Nordic transnational political actors the Nordic Council and the Nordic Council of Ministers in promoting gender equality ideas. It begins with the early 1980s, when gender equality laws were adopted and the first offices of the Equal Opportunities Ombudsman were established in Norway and Sweden, and focuses on the period between 1991 and 2010, when intensive cooperation on gender equality issues began in the region. It discusses changes over time in the policies of the Nordic Council of Ministers with respect to cooperation on gender equality with the Baltic countries and Northwest Russia, and it analyzes the influence on gender equality institutions of political and economic developments in Sweden, Lithuania, and Russia during the 1990s and 2000s. It centers on discrimination on the grounds of gender and includes discussion of political struggles around gender equality institutions in the broader area of multiple discrimination and human rights.
