GTSI TO PROVIDE DATACOMMUNICATION NETWORKS TO PHILIPPINE ELECTRIFICATION ADMINISTRATION & COOPERATIVES

Services, Inc. (NASDAQ: GTSI) announced today that it had won, in competitive bid, a contract valued at $8.2 million to provide datacommunication networks for the automation of the Philippine National Electrification Administration (NEA) and all of the electric cooperatives throughout the Philippines. According to the terms of the contract, installation and training will be completed within six to eight months of the contract award.
 The contract was entered into with the National Electrification Cooperative Association (NRECA) acting as procurement agent for the United States Agency for International Development (USAID), which works in joint partnerships to assist developing nations in numerous ways, including the establishment of adequate electrical systems. This is the largest single USAID-financed procurement of computer hardware under a USAID project to date.
 This contract is a key benchmark in the implementation of the Philippine Rural Electrification Revitalization Program which is supported by USAID under a parallel financing agreement with the World Bank and a project of the Japanese Overseas Economic Cooperation Fund. The total cost of this project to establish a commercially viable rural electric cooperative system is $212.9 million.
 The contract calls for GTSI to provide all hardware, software, installation and training services for creation of critical datacommunication networks to automate the NEA's management, accounting, administration and engineering functions. These networks will be established at 120 sites, distributed throughout the Islands, including all of the Philippines' 117 electric cooperatives, 12 regional centers and the NEA's main "headquarters" offices.
 GTSI will provide approximately 120 Novell network stations, more than 700 IBM ValuePoint and ALR 486 CPUs with DOS/Windows operating systems, all software applications, and a variety of peripherals. IBM Philippines, Inc., as sub-contractor to GTSI, will provide installation support and training services.
