GROUP HEALTH APPLAUDS CLINTON PROPOSAL

 SEATTLE, Sept. 22 /PRNewswire/ -- Phil Nudelman, president and chief executive officer of Group Health Cooperative of Puget Sound, was in the gallery to hear President Clinton's address to the joint session of Congress this evening, Group Health announced.
 Nudelman also joins the president for a special ceremony on the White House lawn tomorrow, honoring those who offered ideas, facts and perspective in the crafting of the presidential proposal for healthcare reform.
 Nudelman offered the following reaction to that proposal:
 "President Clinton's healthcare reform proposal is a powerful boost toward ensuring that all Americans have access to affordable, quality healthcare. His plan provides the framework and foundation from which we can build a national consensus.
 "I hope those who disagree with elements of the plan will disagree constructively, and work toward compromise and modification, not outright rejection.
 "We can't return to a dinosaur world of 'anything goes' in healthcare. We can't return to a world of out-of-control costs and uncoordinated care, a world in which an unregulated healthcare industry charges for quantity of care instead of quality and appropriateness.
 "Group Health Cooperative shares many of the Clinton plan's values:
 -- We agree that costly perverse incentives that tie quantity of care to profits can be eliminated by linking healthcare financing with healthcare delivery.
 -- We agree that quality can be improved by coordinating care within an integrated, managed system.
 -- We agree that choice can be preserved by using a competitive structure.
 -- We agree that access should be made universal by mandating uniform benefits and reforming unfair insurance practices.
