 GROUND BREAKING PLANNED FOR NORTH COAST HARBOR IMPROVEMENTS
 A groundbreaking ceremony will be held on Sept. 4 at 1 p.m. to mark the start of construction of a $4 million improvement project on Pier 34 at North Coast Harbor.
 The project, funded by the Ohio Department of Natural Resources and the U.S. Army Corps of Engineers, is the largest capital improvement to North Coast Harbor since the harbor was completed in 1988. Luedke Engineering Company of Frankfort, Mich. will perform the improvements.
 The improvements on Pier 34, commonly known as the flag area, will include completed bulkheading and creation of a handicapped accessible walkway along the perimeter of the pier. The west face of Pier 34 will be protected by a rubblemound revetment. Protection of the north face of the pier will be a steel sheet-pile wall, fronted with an underwater rubblemound shelf. The deteriorated structures will be removed. The walkway will be a ten foot-wide promenade paved with the same bricks already in place at the harbor. Large bollards and chains will also be installed to match those already at the harbor. The improvements provide a harbor of refuge and recreation fishing access. Construction is scheduled to be completed in May 1993.
 "These necessary improvements to the harbor will help us implement future development on the flag area," said Robert F. Bann, executive director of North Coast Harbor, Inc. "They will halt the current erosion of the pier, make it more accessible to the public and create a better place for fishermen."
 The news conference will feature Congresswoman Mary Rose Oakar, Frances S. Buchholzer, Director of Ohio Department of Natural Resources, Col. John W. Morris, District Commander of the U.S. Army Corps of Engineers, Admiral Anthony F. Fugaro, Executive Director of the Cleveland Cuyahoga County Port Authority and Robert F. Bann, Executive Director of North Coast Harbor, Inc.
