 GOV. CASEY NAMES ROLKA CHAIRMAN OF PUC
 HARRISBURG, Pa., Dec. 24 /PRNewswire/ -- Gov. Robert P. Casey


today appointed David W. Rolka, a member of the commission since 1989, to be the new chairman of the Pennsylvania Public Utility Commission (PUC).
 Rolka succeeds William H. Smith, who retires at the end of business Friday, Dec. 27, after almost 37 years of state service, the last four and one-half as a member of the PUC.
 "Bill Smith lent a presence and a temperament to the deliberations of the commission that will not easily be replaced, Casey said in making the announcement. "However, the PUC is fortunate in having someone of David Rolka's expertise and judgement to succeed him. I'm confident he will prove himself more than equal to the challenge."
 Rolka, 43, was sworn in as a member of the commission on Dec. 20, 1989. Prior to his nomination by Casey and confirmation by the Senate, he was chief policy advisor and administrator in the office of Consumer Advocate. He had previously served, from 1977 to July of 1984, as chief of staff to former Public Utility Commissioner Michael Johnson.
 As a member of the commission these past two years, Rolka serves on the Committee on Communications for the National Association of Utility Regulators. He also serves as chairman of the committee's subcommittee on International Policy.
 A native of Pittsburgh, Rolka is a 1974 graduate of the University of Pittsburgh. He is married to the former Kathleen McGrath, a vice president for the Foundation for a Drug-Free Pennsylvania. They are the parents of two sons, Alec, 6, and Garrett, 3.
