 GOV. CASEY ANNOUNCES $3.8 MILLION IN RECYCLING GRANTS
 HARRISBURG, Pa., Jan. 14 /PRNewswire/ -- Gov. Robert P. Casey today


announced $3.8 million in recycling grants, including nearly $750,000 for Clarion County to construct a facility to process recycled glass for use in Pennsylvania glass factories.
 The Clarion County funding was among 123 grants Casey announced to finance waste reduction efforts in communities across the commonwealth. Another major grant will go to the City of Pittsburgh.
 "The construction of the Clarion County facility is proof that when recycling works, Pennsylvanians work, too," Casey said. "By recycling and purchasing recycled products, Pennsylvania residents are leading the nation in a radical new concept -- one that shows that good jobs and a clean environment go hand in hand."
 Since Casey signed Pennsylvania's landmark recycling law in July 1988, the state has committed more than $68 million to help counties and municipalities develop recycling programs and waste plans to better manage their trash.
 The governor last week proposed legislation that complements the recycling law by requiring the commonwealth to become totally self- sufficient in disposing of its own trash and control imports of out-of- state trash.
 "We have more communities saving landfill space through recycling than any other state in the nation," Casey said. "That disposal space won't be squandered on out-of-state trash."
 The Clarion County facility, the Pennsylvania Cullet Processing Center, will be located on 15 acres in Limestone Township. When the facility opens in mid-April, with its first 15 employees, it will clean and crush up to 100,000 tons of recycled glass containers each year.
 The facility will be owned by the county development authority and privately operated by M.I. Recyclers of Clarion County. The state grant will cover half the cost of constructing the facility, with the company financing the remainder.
 A rail line located on-site will allow inexpensive transport of the glass cullet to three nearby Owens-Brockway plants, Glenshaw Glass in Allegheny County, Anchor Glass in Fayette County and Ball Incon Glass in McKean County.
 All four glass manufacturers have agreed to support the facility. Owens-Brockway, for example, has contracted to purchase 40,000 tons of cullet when the facility opens.
 Casey, commenting on the other grants, said 10 counties and 52 communities will share more than $3 million to develop waste plans and pay for curbside and drop-off recycling centers, leaf composting facilities, and recycling equipment and education.
 "The city of Pittsburgh will receive $615,600 to finance the expansion of its curbside recycling program," Casey said. "Despite some early delays, both city officials and residents are to be congratulated for developing an excellent program that is being studied by large cities in other states."
 The grant awards also include $366,867 in performance incentives to 60 communities for their efforts to recycle during 1990. Together, the communities recycled and successfully marketed nearly 28,000 tons of glass, plastics, paper, aluminum, and metal.
 Communities that recycle can receive $5 per ton for each ton of recyclables they successfully market and a $1 per ton bonus for each percent of waste diverted from landfills and incinerators through recycling.
 Recycling grants also are available to cover up to 90 percent of the cost to develop programs, including the purchase of equipment and educational materials. Waste planning grants to counties cover up to 80 percent of the cost of preparing municipal waste management plans.
 Money for the grants comes from a $2 fee on each ton of waste disposed in landfills and resource recovery facilities.
 More grants will be available this spring. Communities interested in applying for funds should contact the Department of Environmental Resources (DER) at 717-787-7382.
