 GM CHAIRMAN STATEMENT
 DETROIT, Dec. 11 /PRNewswire/ -- Following is a statement by General


Motors Chairman Robert C. Stempel:
 "General Motors has developed a comprehensive program to improve profitability and cash flow in 1992 and beyond. This program includes major actions related to GM's North American Operations.
 "The program was unanimously endorsed by the General Motors Board of Directors at its meeting on Monday, Dec. 9, 1991. Relevant provisions of the program will be communicated to GM employes and others on Wednesday, Dec. 18.
 "In connection with actions related to improving GM's North American capacity utilization, management is continuing to develop the elements of a possible charge to earnings. The magnitude and timing of any such charge have not yet been determined and will require further management consideration and Board review. It is expected, however, that any such charge will be less than the charge taken in the third quarter of 1990."
