GEORGE R. WHITMER TO JOIN PNC BANK, PITTSBURGH, AS VICE PRESIDENT

 PITTSBURGH, Jan. 4 /PRNewswire/ -- Bruce E. Robbins, president and chief executive officer of PNC Bank, Pittsburgh, today announced the appointment of George R. Whitmer, executive secretary to former Pittsburgh Mayor Sophie Masloff, as vice president, effective Jan. 19.
 In his new position, Whitmer will be involved with business relationships between the bank and municipal governments and authorities and will assist the bank in regional development issues.
 "George brings a wealth of experience in municipal finance and issues of regional development and will be a valuable addition to the team PNC Bank has assembled to help our municipal customers with governmental financial services," said Robbins.
 As executive secretary to the mayor, Whitmer played a leading role in the development of Pittsburgh's operating and capital budgets and in the overall management of the city. He also served as chairman of the Stadium Authority of the City of Pittsburgh and had previously served as executive director of the Urban Redevelopment Authority of Pittsburgh.
 He served in the administration of the late Mayor Richard S. Caliguiri as assistant for management and legislative affairs and assisted in implementing Renaissance II.
 Whitmer has also served as director of municipal research for the Pennsylvania Economy League and on the congressional staff of the late H. John Heinz III.
 In addition to the Stadium Authority, Whitmer has served on the boards of the Regional Industrial Development Corporation, the Pittsburgh Partnership for Neighborhood Development, Port of Pittsburgh Commission, Technology Development and Education Corporation, Epilepsy Foundation of Western Pennsylvania and Richard S. Caliguiri Amyloidosis Research Fund Committee Inc.
 He received his bachelor of arts degree from Washington and Jefferson College in 1969 and a master's degree in public administration from the University of Pittsburgh in 1974.
