Yesterday, a fishermen's leader claimed skippers were encouraging crewmen to tie fish to their nets as bait.
Hansen Black, depute chief executive of the Shetland Fishermens' Association, said the crippled crabs were being thrown back alive into the sea.
He added: "This is not only illegal, but extremely cruel."
Two Spanish skippers already face trial after being accused of the illegal practice in Scottish waters.
