Fuels division takes a large step forward.
Under the direct leadership of Lt. Jeffrey Knight, the team has developed new and creative ways to stand apart in the "Fuels world."
The first step taken to improve operational efficiencies was the implementation of the Fuels Manager Program. This program now automates the many processes that Sailors did manually in the past. RSO-O Fuels dispatch can now populate all necessary dispatch information, including the time the calls were received, fuel truck arrival times and the amount of gallons pumped.
With this information now in electronic format, RSO-O Fuels now conducts detailed analysis, which can identify barriers and re-assign resources in their quest to reduce customer wait time. Additionally, the Fuels Manager Program tracks equipment maintenance and personnel training.
When asked how he feels the program will enhance the Fuel Division's future operations, Lt. Knight said, "By being automated, it greatly enhances our efficiency by having everything in one place."
Those who work in dispatch are also supportive and excited about the new program. "It is easier because it automatically records arrival/departure times and total response times," emphasized ABFAN Truemiller. The program will also track the individual driver for each run.
Another advancement in the Fuels arena is their use of the electronic flight schedule. The Fuels Division has teamed with NAS Oceana Operations, which enables Fuels to access the electronic flight schedules submitted daily by each squadron based at NAS Oceana. A Sailor then consolidates all squadron inputs and creates a comprehensive flight schedule for the following day. Armed with this data, Lt. Knight can now proactively position his refueling assets, resulting in improved average customer wait time. "This is a system that we used on our ship that was highly effective," Lt. Knight explained. "It has already proven to be successful here at NAS Oceana."
With these initiatives in place, RSO Oceana Fuels has already seen a good return on their investments. In just six months, average customer wait time has improved 37 percent. In what used to take 60 minutes, the Fuels Division is now able to satisfy customer demands in an average time of 36 minutes. To encourage further customer wait time improvement, the Regional Supply Officer, Cmdr. Trent Kalp, has issued his "Domino's Pizza Challenge," offering to buy pizza for the first shift that can safely improve its customer wait time to 30 minutes or less.
Furthermore, Cmdr. Kalp has collaborated with the Naval Post Graduate School in Monterey, Calif., by creating a Master's Level Thesis project for an Operations Research student to thoroughly explore the current RSO Oceana Fuels process, and help look for additional ways to find efficiencies. A promising student has already signed up for the challenge and is busy collecting data as he begins his thesis project.
The achievements do not stop there, as Lt. Knight and his team are continuously exploring creative and innovative ways to improve operations. The RSO-Oceana Fuels Team created a "Fuels Response Training Team" (FRTT) to develop monthly training scenarios to test watch standing policies and procedures.
This past June, the FRTT, in coordination with the NAS Oceana Fire & Emergency Services, NAS Oceana Safety and NAVFAC Environmental, conducted their first ever FRTT drill. The scenario simulated a 50-gallon spill while transferring JP-5 from bulk storage to day-storage tanks. Fuel watch standers were tested in their knowledge of how to properly secure the fuel system, conduct recovery operations and submit timely updates and reports up the chain of command.
The drill was a success with many lessons learned. When asked if the FRTT drills are effective in providing adequate training to the team members, ABFCS(AW/SW) Robert Tillery said, "The drills are effective for the active duty and civil service team that contributes to our mission of putting jets in the air so they can ultimately support our troops on the ground." Additionally, Lt. Knight joined the NAS Oceana "Integrated Training Team" (ITT) so that the Fuels Division is aligned with the base when it comes to various drills and training team scenarios.
The RSO Oceana Fuels team works hard every day to support local squadrons, as well as many transient aircraft. On a monthly average, the team issues more than 3.5 million gallons of JP-5. The 160th Special Operations Aviation Regiment (Airborne) U.S. Army Special Operations Command, Fort Campbell, Ken., recently presented the team with a Certificate of Appreciation.
The above-mentioned initiatives at RSO Oceana Fuels will improve the overall customer service level provided to Commander Strike Fighter Wing, Atlantic and NAS Oceana. With Lt. j.g. Knight's creativity, combined with a team of hard-charging ABF Chief Petty Officers and the most motivated ABF sailors in the Navy, the RSO Oceana fuel team is on track to become the preeminent Naval Air Station Fuels Division!
