France : Budget and financial statistics of local authorities.

The DGCL's Departmental Statistical Service publishes its latest study, entitled "Consolidation of Local Government Accounts: What Impact on Measuring Expenditure Growth?" "(Statistical Information Bulletin-BIS No. 126).

According to this study:

Consolidated total expenditure of local authorities reached 247.0 billion in 2017, or 5.7% more than those traced solely by their main budgets ( 233.8 billion). This consolidation is obtained by adding to the main budgets their supplementary budgets (+ 23.6 billion) and by neutralizing all identifiable flows between budgets, on the one hand (-3.9 billion euros), and between communities, on the other hand share (- 6.4 billion).

The average annual change in total expenditure since 2012 is slightly changed: + 0.9% per year according to the main budgets and + 1.0% once the consolidated accounts.

The budgets of the unions represent an additional total expenditure of 18.9 billion in 2017, down from 2012 (-0.4% per year on average). Their addition only marginally changes the spending of all local authorities (+ 0.9% per year).
