Cambodia has been making extensive efforts to decentralise government powers and public services since 2001. Local elections, in which all citizens over 18 years of age are eligible to vote, were held for the 1,621 established commune councils in 2002, 2007 and 2012. In turn, the commune councils elected the district and provincial councils in 2009 and 2014. The 'National Programme for Sub-National Democratic Development' (SNDD) co-financed by the SDC started in 2010.
To increase the capacities, performance and reliability of local administrative bodies in order to serve the interests of the people.
Citizens, in particular women and vulnerable groups; local authorities (communal, district, provincial); line ministries.
