The 51-year-old took charge of the Baltic nation this week after Benjaminas Zelkevicius walked out of the job.
And Luibinskas has already began plotting for the Group Five double- header against Germany and Scotland in five weeks.
The new boss is convinced Berti Vogts will see a passionate Lithuania when his side face them in Kaunas on April 2.
Luibinskas said: "Our problem has been bad defending and patchy midfield play.
"But we cannot use the same group of players in the national team all the time and I will give priority to players who are determined to play for Lithuania. We will have a fresh attitude."
