Focus on, punish graffiti vandals.
His idea of focusing on the people doing the graffiti makes much more sense than fining the property owner for not removing it.
The "artists'' are being let off easy while the property owners are being held responsible for an illegal act they had no part in and must incur the expense of a cleanup or a fine.
I don't think people think of that as justice. As a former landlord/property owner for many years, I know about repairs and cleaning and expenses of that work not of my doing. Maybe by not allowing the persons responsible the right to have a license would teach them that there are bad consequences to bad choices.
