JAILING up to 23 people a day for not paying fines is a scandalous waste of time and public money.

For years the politicians have promised to reform the justice system to ensure those who owe money are not imprisoned.

The Irish Prison Service's annual report shows the situation is getting worse, not better and this country jails more people for non-payment of fines than most of the EU.

It simply beggars belief that people are being put behind bars at a time when there is no room in the jails for serious offenders.

It is also ironic that while those who owe small amounts of money are being jailed, the bankers who cost the country tens of billions are not.
