Fee refugees cross border.

Hundreds of North-East students are set to opt for university courses North of the border - because it will be up to pounds 2,000-a-year cheaper.

Headteachers and student groups predict that will be the result of plans to introduce top-up fees in England by 2006.

But there are fears in both Scotland and England that students could end up getting poorer education at Scottish institutions as universities in England use new-found financial clout to attract the best academics.

John Dowler, head of Haydon Bridge High School, in Northumberland, said: "Some of the students are saying that if they got an offer from an English and a Scottish university they would probably choose the Scottish one when the top-up fees come into place because of the financial implications."

But the possible influx of so-called `fee refugees' has prompted concern in Scotland. Some universities want new quota systems to be introduced to make sure that their centres aren't over-run by English students avoiding the Labour-introduced fees.
