FRONTIER INSURANCE COMPANY RECEIVES 'A-' RATING FROM A.M. BEST

 ROCK HILL, N.Y., July 13 /PRNewswire/ -- Walter A. Rhulen, president and chairman of the board of Frontier Insurance Group (NYSE: FTR), today announced that its primary operating entity, Frontier Insurance Company, has received an "A-" (Excellent) rating from A.M. Best, the foremost insurance rating organization in the nation.
 "Obviously, we're very pleased," Mr. Rhulen stated. "This is an important milestone. The `A-' rating means that we have begun the next phase in Frontier's overall strategy of increasing underwriting profits through controlled growth.
 "One immediate benefit," he explained, "concerns agents and brokers who only place coverage with carriers that are Best-rated `A-' or better. A good number of those agents and brokers have wanted to use Frontier as a market for their larger specialty programs. But without an `A-' rating, they wouldn't. Now they will. As soon as the news got out, the phones began to ring."
 Frontier recently relocated to Rock Hill, N.Y. On June 10 of this year, over 500 attendees at the annual shareholders meeting celebrated the official opening of Frontier's brand new, high-tech, 120,000-square- foot corporate headquarters. The just-completed three-story building is sited on a park-like 20 acres, only six miles east of the company's former headquarters in Monticello, N.Y. Before consolidating all of its operations in the new Rock Hill facility, space limitations in Monticello had forced Frontier to maintain offices in six different buildings.
 Prominent in the underwriting of specialty insurance products and programs, Frontier provides a market for a diverse range of special coverages: medical/dental malpractice, social services, child/day care, home health, medical equipment dealers, bungee jumping, white water rafting, alarms/guards, archery equipment manufacturers, surety bonds for small contractors, plus many others.
 For the fifth consecutive year, Frontier was listed by Forbes as one of the 15 best small companies in the United States (Forbes, November 1992 -- "The Best Small Company Honor Roll").
 In addition to Best's "A-" (Excellent) rating, Frontier is rated "A" (Strong) by Standard & Poor's for insurer claims paying ability. A new insurance rating organization, Demotech, Inc., has also given Frontier an "A" rating. Frontier is admitted in 48 states and the District of Columbia.
