 ROCHESTER, N.Y., Dec. 31 /PRNewswire/ -- The members of the law firm


of Harris Beach & Wilcox today announced that Thomas R. Frey, former county executive for Monroe County, N.Y., has rejoined the partnership of the firm. Frey had been a partner with Harris Beach since 1982 until he was elected as county executive in 1987 to serve a four-year term.
 Frey's practice will focus on governmental relations, corporate law and litigation. "Tom Frey's return will assist our existing clients throughout New York State in connection with administrative and legislative matters before governmental agencies and legislative bodies," stated Gunther Buerman, managing partner of the firm.
 Prior to joining Harris Beach, Frey was senior vice president and general counsel of the New York State Power Authority from 1979 to 1982. Frey held government posts throughout his career, including director of state operations in the administrations of Gov. Hugh L. Carey from 1978 to 1979. Frey was elected to the New York State Assembly in 1972, a post he held until 1978. Appointed to chair the Assembly Steering Committee and the Committee on Transportation, he also served as a member of the Committees on Ways and Means, Education, Local Government and Environmental Conservation. During his tenure, he coordinated strategy and negotiated legislation in the areas of education, municipal funding, transportation, Medicaid and pension reform. The Eagleton Institute of Politics at Rutgers University named him one of 50 outstanding state legislators in the United States.
 At the appointment of Gov. Mario M. Cuomo he is currently serving on the New York State Grant Lakes Basin Advisory Council, the New York State Task Force on Coastal Resources, and the New York State Commission on State and Local Fiscal Policies.

 Frey is a graduate of Princeton University and the University of California Law School, Berkeley. A Marine Corps veteran, he is married to Jacqueline Cady, and has four children: Matthew, 27; Kathryn, 25; Jennifer, 23; and Sara, 8.
