FREEZING MOULD.

In a bedroom wardrobe on the outside wall, we had mould. The building maintenance firm put in a vent - the wardrobe is freezing but it stopped the growth. Now something is growing on the wardrobe wall - it looks like mildew. Building maintenance said it's condensation but why isn't it growing on the other side? The external wall is not insulated from the outside and gets colder. Sounds like the building needs a modern insulation system. I would cut out the affected area and dot-dab moisture resistant plasterboard flush with the existing wall and fill or plaster the joint. This will give you a slight air gap and prevent it from getting as cold.
