FRANK JOHNSTON NAMED DIRECTOR OF MARAD'S WESTERN REGION

 WASHINGTON, Dec. 22 /PRNewswire/ -- Capt. Francis X. Johnston has been named as the Maritime Administration's (MARAD) western region director in San Francisco, Administrator Capt. Warren G. Leback announced today.
 As western region director, Johnston will be responsible for the day-to-day operations of the region, including promoting intermodal development, port security and readiness, and managing national defense reserve fleet vessels based on the west coast.
 Johnston joined MARAD in 1990 as liaison officer between MARAD and the U.S. Coast Guard. In that position, he was responsible for assuring the smooth, accurate flow of information between the two U.S. Department of Transportation agencies.
 Prior to joining MARAD, Johnston was recalled to active duty in the U.S. Navy and served as head of its Maritime Affairs Branch from 1984 until 1990. In that position, he coordinated national defense requirements related to the American merchant marine.
 During his 28-year career, Johnston has held numerous maritime- related positions, including director of operations for Saudi Arabian Trucking, pier superintendent of the first public container facility at the Port of Boston and nuclear engineer at General Dynamics Corp.
 He is a 1959 graduate of the Massachusetts Maritime Academy.
 Johnston, his wife Marie and twins Jeff and Susan currently reside in Reston, Va.
