FOX VALLEY & WESTERN BEGINS RAIL OPERATIONS IN WISCONSIN

 ROSEMONT, Ill., Aug. 28 /PRNewswire/ -- Fox Valley & Western Ltd. (FV&W), a wholly owned subsidiary of Wisconsin Central Transportation Corp. (WCTC) (NASDAQ-NMS: WCLX), began operations in Wisconsin today after paying Itel Corp., Chicago, $62.2 million for 479 miles of track and other operating assets of the Fox River Valley and the Green Bay and Western railroads.
 The purchase closed late last night (Friday, Aug. 27) after the companies received the last of six arbitration rulings covering employee protection terms. The Interstate Commerce Commission approved the transaction on Dec. 10, 1992, subject to "New York Dock" conditions that protect railroad employees against job or wage losses for up to six years.
 The FV&W will operate as a separate carrier, but has made arrangements with Wisconsin Central Ltd., WCTC's other rail subsidiary, to provide customer service, train dispatching, and other administrative functions.
 WCTC President Edward Burkhardt says shippers can look forward to a smooth start-up. "Employees have been trained, computer records are up-to-date, track connections are in place, and we've added 1,400 freight cars to take care of shippers' needs."
 In testimony before the ICC, the railroads said that a coordinated FV&W-WCL system would offer customers faster, more direct service from Green Bay to major rail gateways such as Chicago, Duluth-Superior, and Minneapolis-St. Paul.
 The FV&W agreed in January 1992, to acquire the operating rail assets of the Green Bay and Western and Fox River Valley railroads, which last year generated revenues of $45 million from more than 108,000 revenue units of freight.
 Wisconsin Central Transportation Corporation shares are publicly traded on the NASDAQ National Market System under the symbol WCLX. The company's principal subsidiary, Wisconsin Central Ltd., operates more than 2,000 miles of railroad serving Wisconsin, Illinois, Minnesota, Michigan's Upper Peninsula, and Ontario.
