FORMER ALBERTA OFFICIAL TO HEAD UP NEW MAKOWSKI VENTURE IN CALGARY
BOSTON, Jan. 9 /PRNewswire/ -- J. Makowski Company (JMC), a Boston-based energy firm with major interests in Canada, announced today the establishment of a wholly owned subsidiary, J. Makowski (Canada), Ltd., to oversee its activities in Alberta and Western Canada.
Dale Lucas, former chairman of the Alberta Petroleum Marketing Commission, will serve as president of J. Makowski (Canada), Ltd., headquartered in Calgary.
 J. Makowski Company and its affiliates currently manage the purchase and transportation of approximately 200 million cubic feet of natural gas per day (MMcf/d). This amount will reach 650 MMcf/d by the end of the year, making the company one of the largest importers of Canadian natural gas in the United States.
Through its wholly owned affilate, Northeast Gas Markets, Inc. (NEGM), JMC develops and manages natural gas supply projects on behalf of 20 local gas distribution companies (LDCs) throughout the northeastern United States. The NEGM consortium's first project, Boundary Gas, was formed in 1980 to import Canadian gas. Boundary's operations marked the first instance of LDCs directly purchasing firm long-term gas supplies from a source other than a traditional pipeline company. Boundary today ships 92.5 MMcf/d of gas from the Province of Alberta to the Northeast United States. In 1986, another NEGM project, Alberta Northeast Gas Limited (ANE), was formed to import an additional 397.1 MMcf/d of Canadian gas to Northeastern U.S. LDCs. ANE began phasing in deliveries of gas in November of 1991 and will be fully operational by the end of 1992. The majority of the ANE volumes is transported in the U.S. on the new Iroquois Gas Transmission System, which began operations on Dec. 1, 1991.
According to James Rooney, executive vice president of J. Makowski Company, "We are not only looking for our Canadian subsidiary to enhance our existing activities in Western Canada, but also to explore new business opportunities."
Rooney expresses JMC's pleasure that Lucas would be joining JMC to head up the new venture. According to Rooney, "Dale Lucas has been a major force in the constructive and positive evolution of the natural gas industry, not only in Canada but in the U.S. as well. We are extremely excited that Dale will be applying his extensive experience to J. Makowski Company's activities."
Lucas was born in Saskatchewan, Alberta and educated at The University of Alberta where he attained degrees in chemical engineering and economics. He has held the position of chairman of the Alberta Petroleum Marketing Commission from 1984 through December 1991. As chairman of the APMC, Lucas has presented the Alberta government's policy positions extensively before regulatory proceedings and in public fora throughout North America. For a number of years, on behalf of the Province of Alberta, Lucas has also monitored the Organization of Petroleum Exporting Countries' (OPEC) meetings and the Independent Petroleum Exporting Countries'(IPEC) meetings. He also acted as an adviser to the Alberta minister of energy on oil and natural gas matters. Prior to 1984, Lucas was employed within the British Petroleum Group of companies as vice president, Oil Sands, Coal and Minerals, BP Exploration Canada Limited. Previously, Lucas served as president and chief executive officer, BP Pipelines, Inc. and manager, Transportation, BP Alaska, Inc. Lucas has also held the position of first secretary (Energy) with the Canadian Embassy in Washington, D.C., and was special assistant to the Ministers of Energy Mines and Resources and Industry, Trade and Commerce in the Government of Canada.
"The placement of Dale Lucas at the helm of J. Makowski (Canada), Ltd., fulfills a corporate objective to appoint a 'front line ambassador' to the producing community," said Rooney.
Lucas assumed his new position effective Jan. 1.
