Bartlett volleyed home Graham Stuart's 50-yard pass from wide on the left to bring the crowd to its feet.
That made up for a missed opportunity in the first minute when the South Africa striker had the chance to shoot but tried to feed Claus Jensen and Scotland star Matt Elliot intercepted.
Jensen twice tested keeper Simon Royce from long range and it took Leicester 17 minutes before Trevor Benjamin's attempt on goal.
Andy Todd's first goal in 37 appearances for Charlton put them ahead in the 32nd minute. Jensen's cross from the right was headed off the bar by Bartlett and Todd was quickest to react to the rebound.
Benjamin sent a 47th-minute shot curling past the post and at the other end former Rangers star Jonatan Johansson got on the end of a Bartlett pass but Royce dealt well with his powerful shot.
The Londoners were always on top and Bartlett's spectacular clincher allowed them to leapfrog City into eighth place in the Premiership.
