FLUOR CORPORATION AND EMPRESAS ICA TO CREATE NEW COMPANY

 MEXICO CITY, March 18 /PRNewswire/ -- Empresas ICA Sociedad Controladora, S.A. de C.V. (NYSE: ICA), Mexico's largest construction company, today announced that Empresas ICA and Fluor Corporation (NYSE: FLR) have finalized arrangements for ICA Industrial to be jointly owned by Empresas ICA and Flour Daniel Inc. The new company will be known as ICA Fluor Daniel.
 The agreement, consistent with the announcement on Nov. 4, 1992, will constitute an exclusive association between ICA Industrial and Fluor Daniel, a unit of Fluor Corporation. 1992 revenue at ICA Industrial totalled US$204 million.
 This new association will provide engineering, construction, procurement, and maintenance services in Mexico and other Latin American countries. The association will also provide full-service engineering and construction capabilities to clients in consumer product oriented companies, chemical, petrochemical, power generating, plastics, automotive, mining and metals, pharmaceutical, petroleum and food- related industries.
 Management of both Fluor and ICA enthusiastically recognize that their partnership will result in the leading engineering and construction firm, poised to capitalize on significant growth opportunities in Mexico and other areas of Latin America.

ICA constructs infrastructural facilities, as well as industrial, urban and housing construction for both the Mexican public and private sectors. ICA is also involved in the construction, maintenance and operation of highways, bridges and tunnels under concessions granted by the Mexican government. In addition, ICA manufactures and markets industrial goods and owns and operates hotels. ICA is also involved in the quarrying and marketing of construction aggregates, particularly limestone.
