FLAT GLASS INDUSTRY ENDORSES NAFTA COMPROMISE

 NORTHVILLE, Mich., Nov. 16 /PRNewswire/ -- The U.S. flat glass industry, composed of Guardian Industries Corp., PPG Industries, Inc. (NYSE: PPG) and AFG Industries, Inc., affirmed its support for the North American Free Trade Agreement. Although enthusiastic about the long- term implications of the agreement, members of the flat glass industry have been concerned about the unusually slow access for U.S. manufacturers to the growing Mexican market. An industry spokesman said that its decision was based on the assurance provided in the exchange of letters signed on Nov. 3, 1993, between U.S. Trade Representative Mickey Kantor and Dr. Jaime Serra Puche, his Mexican counterpart. The letters commit that U.S. and Mexican negotiators will meet early in 1994 to reach a mutually satisfactory agreement on accelerating the phase-out of Mexico's tariff on imports of flat glass and certain other products within 120 days of NAFTA's implementation.
 Under NAFTA as negotiated, most Mexican flat glass would have immediate duty-free access to the U.S. market, while U.S. flat glass would face a 20-percent duty at the Mexican border, to be phased down over 10 years. The agreement that Ambassador Kantor and Dr. Serra reached is expected to alleviate this disparity shortly after NAFTA is implemented.
 In making the announcement, the industry spokesman said, "We are convinced that NAFTA will be good for the U.S. economy as a whole and that, given a fair chance to compete, it will be good for the U.S. glass industry. We are impressed with USTR's commitment to resolve the concerns of the flat glass industry, and are convinced that any agreement satisfactory to USTR would provide for a significantly accelerated phase-out of Mexico's tariffs on U.S. flat glass. We greatly appreciate the support for our industry's growth shown by the administration and so many members of Congress."
