FIRST FEDERAL DECLINES TO PROCEED WITH MERGER WITH TCF

 MINNEAPOLIS, Jan. 13 /PRNewswire/ -- TCF Financial Corporation (NYSE: TCB) (TCF) announced today that First Federal Bank of Eau Claire, F.S.B. (First Federal) has declined to proceed with its merger agreement with TCF, which was entered into on Sept. 28, 1993.
 TCF has $5 billion in assets and 133 banking offices in Minnesota, Illinois, Wisconsin, Michigan and Iowa. First Federal is a mutual savings bank based in Eau Claire, Wis., with $365 million in assets and 13 western Wisconsin offices.
