 FIRST BANK SYSTEM LOWERS REFERENCE RATE TO 6.5 PERCENT
 MINNEAPOLIS, Dec. 26 /PRNewswire/ -- First Bank System, Inc.


(NYSE: FBS) today announced that it is lowering its reference rate to 6.5 percent from 7.0 percent effective Friday, Dec. 27, 1991.
 First Bank also lowered the best rate on its Express Line revolving line of credit that includes a credit card to 9-1/2 percent. The bank also noted that other consumer loans, such as home equity secured lines of credit, that are tied to the prime also will benefit from the decrease and will be as low as 8-1/2 percent.
