 FIDELITY BANK PRESIDENT ROLAND BULLARD ELECTED CHAIRMAN
 OF CITIZENS CRIME COMMISSION OF DELAWARE VALLEY
 PHILADELPHIA, June 8 /PRNewswire/ -- Roland K. Bullard II, president and chief executive officer of Fidelity Bank, today was elected chairman of the Citizens Crime Commission of Delaware Valley.
 A director of the Commission since 1987, Bullard was named vice chairman of programs in 1988, and vice chairman of the board in 1990. Most recently, he chaired the Citizens Crime Commission's Strategic Planning Advisory Committee which assisted former Police Commissioner Willie Williams and his staff in producing the Philadelphia Police Department's five-year strategic plan.
 "I am honored to have the opportunity to play a leadership role in the vital work of the Citizens Crime Commission," said Bullard. "We have been able to forge a cooperative relationship with the criminal justice system, providing feedback, support and new ideas. The challenge ahead will be to strengthen and expand this partnership.
 "Fiscal pressures have seriously strained the criminal justice system, at a time when the need for services is increasing," he noted. "But these pressures have also ushered in an era of creative thinking, as institutions look for innovative solutions, new strategies and methods of operating, and ask the public to participate in the process. The Citizens Crime Commission's goal is to provide the leadership that will enhance this growing relationship between the public and their criminal justice system."
 The Citizens Crime Commission is a non-profit organization dedicated to monitoring and assisting all branches of the criminal justice system. It has three major objectives: reducing crime; improving the criminal justice system through the involvement of business; and increasing the safety and security of the community.
 Bullard joined Fidelity Bank, a member bank of First Fidelity Bancorporation, as president in May of 1991, was named chief executive officer later that year and assumed corporate-wide responsibility for the Wholesale Line of Business in March of this year. He is a senior executive vice president of First Fidelity Bancorporation, and a member of its Office of the Chairman and board of directors. Prior to joining First Fidelity, Bullard was vice chairman of CoreStates, Philadelphia National Bank.
 He is a member of the Association of Reserve City Bankers, a member of the boards of the Greater Philadelphia First Corporation, the Philadelphia Chamber of Commerce and the New Jersey State Aquarium at Camden. Bullard holds an M.B.A. and a B.A. in international affairs from the George Washington University.
