FEDERATED WIRELESS SUBMITS COMMENTS TO THE FCC.
The FCC on Nov. 1 released a Public Notice with regards to the Licensing Models and Technical Requirements in the 3.5 GHz band. In an attempt to promote policy innovation and a flexible use regime, the FCC has requested further contributions towards the rulemaking for this band, which has been identified as fast track spectrum towards satisfying the National Broadband Initiative. In comments submitted to the FCC earlier this month, Federated Wireless provided proposals for a three-step licensing model and system architecture incorporating large parts of the Revised Framework as proposed by the FCC. The company also offered new ways to ensure that the most productive and intensive use of the shared band in a small cell environment is achievable.
Federated Wireless's suggestions to the FCC incorporate well-known two-part tariff economic models to align financial incentives, protecting against the risk of spectrum warehousing. Further, Federated Wireless demonstrates that there are available techniques that can ensure efficient spectrum use, operational security and the protection of incumbent and priority users.
