FEDERAL UNION LAUDS CLINTON MOVE ON ABORTIONS

 WASHINGTON, April 6 /PRNewswire/ -- The head of the nation's largest independent federal employee union, the National Treasury Employees Union (NTEU), today hailed the Clinton administration's proposal to allow federal employee health insurance plans to cover abortions as "the beginning to the end of government meddling in personal health care decisions."
 Robert M. Tobias, NTEU president said his union has spent decades advocating basic health care rights for federal workers. "The question here is not one of being for or against abortion," he said. "This is a matter of ideological interference with federal employees' access to health care options. And, to his credit, this president has come down on the right side."
 Tobias said language has been included in the annual Treasury-Postal Service Appropriations measure prohibiting the use of funds appropriated for federal employee health insurance benefits to pay for abortions. "The only exception has been when the life of the mother would be endangered by continuation of the pregnancy," he said. "A woman's Constitutional right to choose to terminate a pregnancy has been repeatedly upheld by the Supreme Court," he said. "However, those who earn insurance coverage as part of their federal compensation, regardless of their own contributions to these plans, are prevented from exercising the full extent of that right."
 The NTEU leader said women who work for the government or who are covered by a government plan through a family member are "clearly discriminated against. Women who are covered by private employer plans are not denied this important health coverage," he said.
