FEDERAL RESERVE BANK OF NEW YORK PROMOTES OFFICERS

 NEW YORK, Sept. 22 /PRNewswire/ -- The directors of the Federal Reserve Bank of New York promoted four officers to senior vice president and five officers to vice president, the bank announced Tuesday.
 Named senior vice president were Carol W. Barrett, Paul B. Bennett, Peter Ryerson Fisher, and Donald T. Vangel. Named vice president were Ronald J. Clark, Nirmal V. Manerikar, Paul L. McEvily, Raleigh M. Tozer and Henry F. Wiener.
 New assignments accompanied the senior vice president promotions. They are:
 Mrs. Barrett is the senior officer responsible for planning, administration and coordination of the Banking Services Group in addition to supervisory responsibility for the Electronic Payments and the Fiscal Services functions.
 Mr. Bennett is the senior officer responsible for planning, administration and coordination of the Research and Market Analysis Group. He had been vice president in Electronic Payments.
 Mr. Fisher is the officer in charge of the Foreign Exchange function. He was vice president with day-to-day managerial responsibility for foreign exchange.
 Mr. Vangel is the senior officer responsible for planning, administration and coordination of the Corporate Group in addition to supervisory responsibility for the Personnel and Planning and Control functions.
 On Tuesday, the Federal Reserve System's Federal Open Market Committee designated Mr. Fisher manager of foreign operations, and Joan E. Lovett, senior vice president and head of the New York Fed's domestic open market trading area, manager of domestic operations of the System Federal Open Market Committee. As such, they have responsibility for implementation of monetary policy directives on foreign exchange and domestic operations, respectively, that are issued by the FOMC. The two FOMC positions had been combined for the past year under William J. McDonough, who had been executive vice president in charge of the New York Fed's foreign and domestic trading activities until he was named president of the New York Fed in July.
 In other reassignments, Margaret L. Greene, senior vice president, was named head of the Economic Studies function, and Charles M. Lucas, senior vice president, was named head of the Financial and Market Studies function, both in the Research and Market Analysis Group; Mr. Manerikar was named officer in charge of the Planning and Control function, and Mr. McEvily has been assigned as officer in charge of the Check function.
 Also, Mr. Tozer returns to Legal on a full-time basis, dropping his duties as Corporate Secretary; Michele Godfrey returns from a leave of absence to officer in charge of the Secretary's office and the Loans and Credits function. Steven J. Garofalo, vice president, has been assigned officer in charge of the Central Bank Services function. Betsy Buttrill White, vice president, has been assigned as senior officer responsible for planning, administration and coordination for the Markets Group. Mr. Wiener is the officer in charge of the Electronic Payments function. Mr. Clark continues in his assignment to the Data Processing function.
