 TOPIC OF PITT ETHICS LECTURE SEPT. 10
 PITTSBURGH, Sept. 9 /PRNewswire/ -- Charges that the Federal Food and Drug Administration's (FDA) policy regarding the limited availability of silicone breast implants is paternalistic and inappropriately distinguishes between reconstruction and augmentation candidates will be discussed at an Ethics for Lunch lecture at the University of Pittsburgh Medical Center (UPMC) on Thursday, Sept. 10.
 "Silicone Breast Implants: Beauty and the Federal Beast" will be presented by Lisa Parker, Ph.D., assistant professor of human genetics, Pitt Graduate School of Public Health, at noon in Lecture Room 1, Scaife Hall, Terrace and DeSoto streets.
 In April 1992, the FDA announced plans to study the safety and efficacy of silicone gel-filled breast implants and to make the implants available only to women enrolled in clinical studies. The FDA policy guarantees availability of implants through these studies to breast reconstruction candidates and severely restricts the availability of the implants for augmentation purposes.
