FCC TAPS ATLAS TO LICENSE WIRELESS COMMUNICATIONS

 SKOKIE, Ill., Sept. 30 /PRNewswire/ -- To map out a new era of wireless communications, the government has consulted an atlas that was first printed 117 years ago.
 The FCC announced last week it has chosen the Rand McNally Commercial Atlas & Marketing Guide as the source for defining geographic regions in which licenses will be sold for the private development of new wireless communications.
 "Once again, the federal government has turned to Rand McNally for the industry standard when it comes to defining business issues on a geographic basis," said Henry J. Feinberg, president of Rand McNally's Publishing Group.
 The 572-page atlas, which has been updated annually since 1876, provides population, economic, and geographic data on more than 128,000 U.S. places.
 The atlas also designates Major Trading Areas (MTAs) and Basic Trading Areas (BTAs) -- the geographical regions the FCC will use to regulate the granting of personal communications services licenses. The MTAs and BTAs, as well as the related maps and illustrations in the atlas, are copyrighted by Rand McNally.
 The 1994 edition of the atlas, which will be released in December, also reflects numerous boundary revisions that have affected about one- third of the United States' Metropolitan Statistical Areas (MSAs), among other important changes. MSAs are areas defined by the U.S. Office of Management & Budget for use in publishing Census data and other government statistics.
 The Rand McNally Commercial Atlas & Marketing Guide is used by planners in professions ranging from advertising and public relations to real estate and urbanology. It is a comprehensive tool for targeting markets, tracking population trends, pinpointing major trading areas, defining sales territories, forecasting expansion -- and much more.
 The atlas includes colorful, highly detailed maps that make it easy to locate counties and other places for which data are provided in accompanying marketing tables and indices.
