Kolthoff (integrity of governance, Vrije U., Amsterdam) and Director of the Dutch Office of Local Government Ethics describes how a business-like approach to governance, also known as "New Public Management" or NPM, affects the ethics and integrity of those practicing it. He also offers an instrument for measuring the level of businesslike approach and methods of testing the relationship between NPM and ethics. He explains the theories behind NPM and the differences between traditional public administration and NPM, using government in the Netherlands as an example, then examines definitions of ethics and integrity. He explains his empirical research and provides surprising results, finding that the relationship between NPM and integrity in government is more complex than previously understood. Distributed in the US by ISBS.
