Eric Pickles has given a confident address to the Conservative party conference, saying he was putting himself at the forefront of a "very Conservative revolution".
The Communities Secretary told activists that he keeps a picture of Che Guevara in his office, revealing: "It's there to remind me that without constant vigilance the cigar-chomping commies will take over. Well, that isn't going to happen on my watch."
It came as he accused Labour councils of refusing to give priority for housing to members of the military because of equality legislation.
Setting out the action taken to help service personnel and veterans find homes, Mr Pickles said: "We are tackling a great injustice: discrimination against our Armed Forces.
"Amazingly, foreign immigrants have been given greater priority on housing waiting lists than those who fought for Queen and country.
"So we have changed the rules to give Armed Forces first priority for our first-time buyer and shared ownership schemes."
He also used the wide-ranging address to activists in Birmingham to confirm plans to freeze council tax and to give town halls extra powers to prevent Travellers setting up illegal camps.
