Equipping a Global force for good.
Headquartered aboard Naval Base San Diego with 12 over-the-horizon sites stretching all the way to Nevada, the more than 650 personnel assigned to the activity are charged with providing logistics, business and support services to fleet, shore and industrial commands of the Navy, Coast Guard and Military Sealif t Command, as well as other joint and allied forces.
The command delivers combat capability through logistics by teaming with regional partners and customers to provide supply chain management, acquisition and transportation services, technical support, defense fuel products and worldwide movement of personal property.
NAVSUP FLC San Diego serves as the logistics program director for Commander, Navy Region Southwest and NAVSUP's interface with Commander, U.S. Third Fleet, Commander Naval Air Forces Pacific, and Commander Navy Surface Forces, U.S. Pacific Fleet.
"Our area of responsibility contains 67 percent of the nation's military training airspace and is one of the largest concentrations of military in the world," said NAVSUP FLC San Diego Commanding Officer, Capt. Pete Stamatopoulos. "Commander centric leadership is critical within our diverse area of responsibility; we're essentially supporting a large proportion of our 'Global force for good' right here from San Diego."
With 60 percent of the fleet in the Pacific, San Diego's Navy is critical to national security. As the Navy's mission around the globe expands, the command's mission and its complexity also grow exponentially, making organizational agility more important than ever.
"Whether you're supporting emergent boots-on-the-ground, ships-on-the-move contingencies, helping Project Handclasp get crucial aid to Haiti on schedule or crafting logistics plans during humanitarian assistance and disaster relief operations, you've got to work tirelessly and effectively to provide whatever is necessary to achieve mission success, sometimes from halfway around the world," Capt. Stamatopoulos explained. "We emphasize clear commander intent and understanding of the operating environment to maintain a trusted reputation with our support teams and customers. Those fundamentals contribute to our overall effectiveness."
NAVSUP FLC San Diego's logistics support team (LST) serves as the operational and tactical support partner for support ashore to the Navy's Littoral Combat Ships (LCS) and uses mission command fundamentals to support the requirements of the innovative surface combatants in dynamic and uncertain theaters. From food service management to logistics, husbanding and port service coordination, LST personnel act as the action hub responsible for maintaining LCS operational readiness.
Fast, efficient support from the shoreline to the cutting-edge vessels abroad allows fleet commanders to operate forward in unpredictable environments while countering the challenging threats they were built to overcome. In fiscal year 2012 alone, the LST coordinated 15 port visits worth $1 million, arranged more than $470,000 in subsistence deliveries, and managed a combined $3 million for repairable and consumable parts for LCS ships.
"The vital economic and security interests of our nation linked to recent worldwide developments create a unique blend of evolving challenges and opportunities, not just for the warfighter, but also for those who support and equip the warfighter," Capt. Stamatopoulos said. "Our goal is to increase the trust and confidence our forces place on us as their proven support system ashore and provide them with the assurance of knowing that when they need us, we're ready. Trust is the fundamental building block and currency for this command.
The LCS class' reliance on automation and shore-based support differs from legacy ships, but smaller crew sizes result in savings that exceed funding requirements for shore support infrastructure like the LST.
NAVSUP FLC San Diego's aim at increasing support to smaller units and ships like the LCS has also crossed over into the Mine Counter Measures (MCM) arena. The San Diego team played a pivotal role in the procurement, expediting, tracking and shipping of mission critical MCM parts to Bahrain as part of its logistics support responsibility to Southwest Regional Maintenance Center (SWRMC) as the Navy ramped up MCM efforts in the region. Through an innovative maintenance support model, NAVSUP FLC San Diego provides SWRMC with ship assessment, availability and life cycle support. Embedding integrated logistics support logisticians with class maintenance teams has enhanced the command's ability to support maintenance requirements.
The command's mission is a multi-faceted one. In addition to the milestones met in supportashore, the command's contracting department continues to make groundbreaking improvements in strategic sourcing, or the way the Navy buys and pays for its products and services.
Strategic sourcing begins with identifying and understanding customer requirements, analyzing spending trends and historical data to see how much of a particular good or service is required, and looking at what's available to meet those needs in the market while determining how the team can best leverage the Navy's consolidated buying power to maximize savings.
As recognized experts in the strategic sourcing arena, NAVSUP FLC San Diego has saved the Navy more than $42 million in the past four fiscal years. The team also recently sourced global business support for contractor services as a 100 percent small business set-aside; a $750 million program benefiting small businesses around the country and generating an additional projected savings of $18 million.
"Logistics support and fiscal responsibility are two enormous priorities for us," Capt. Stamatopoulos said. "We have a responsibility to provide the highest quality goods and services to our war fighters while maximizing cost-wise procurement strategies that deliver savings for our Navy and, ultimately, for our taxpayers."
The acquisition team also awarded more than $65 million in grants to benefit programs promoting Naval Postgraduate School research, HIV/AIDS prevention, and youth training and development in the science, technology, engineering and mathematics (STEM) fields.
The geographic location of the command's shore-based work force conveniently affords more opportunities for the Sailors and civil servants to connect with the surrounding community. Logistics aside, the command's constant emphasis on community outreach has enabled the NAVSUP FLC San Diego team to not only become a trusted neighbor in the local area, but also celebrate colossal successes that have affected the lives of others.
The team recently spearheaded the development of an innovative Teambuilding & Mentorship Program, which pairs at-risk youth with Sail ors and civil servants to focus on teambuilding, mentoring, career preparation and life improvement skills. The program proved its worth when one dedicated and in-need participant secured employment with the Department of the Navy in just the first round of the pilot program.
"Success requires collaboration, and any adept organization creates and fosters deep relationships to keep its synergy going," Capt. Stamatopoulos stressed. "Our command is no exception. It is our duty to earn the trust of both our customers and our neighbors through our character and actions."
"Everything we do, whether it's on the job or out in town, must demonstrate our competence, judgment, good sense and respect for those we support and for those who support us as we serve," he added.

NAVSUP FLC San Diego was established as the Naval Supply Depot in 1922. Significant bgrowth in the Naval Supply Depot's customer base resulted in its recommissioning as the Naval Supply Center San Diego in 1959.
In 1992, NSC San Diego transferred its warehouse operations to the Defense Logistics Agency, payroll and accounting operations to the Defense Finance and Accounting Center, and data processing operations to the Defense Information Systems Agency as part of Department of Defense streamlining initiatives to reduce costs. Based on these changes and related infrastructure studies, the Fleet and Industrial Supply Center concept was born.
