Expressions of interest for Electricity Sector Expert

Scope of Work

1. Review the progress of IPDS (Integrated Power Development Scheme) and DDUGJY (Deen Dayal

Upadhya Gram

Yyoti Yojana) schemes supported by Central Government and the extent to which these projects have

contributed to commercial loss reduction. The progress of these projects at circle level should be

tracked and assessed for the adequacy of funding with respect to total investment required for

upgrading

the power distribution network in Uttar Pradesh at an accepted level.

2. Assess the progress of recent initiatives undertaken by UPPCL to meet the performance

improvement

targets set under UDAY (Ujwal DISCOM Assurance Yojana) and Power for All (PFA) commitments.

Summarize

the current status of progress under specific UDAY and PFA targets. Make a preliminary assessment of

incremental of investment requirement required to meet these commitments over and above the

sanctioned

capital investment plans under IPDS and DDUGJY.

3. Assess what the roll-out of Saubhahya may have on UPPCLs overall technical aggregate technical

and

commercial (ATC) losses, reliability indices) and financial performance in the absence of additional

investments to make its existing operations financially viable.

4. Identify technical solutions and management interventions for ATC loss reduction which are

technically feasible, socially acceptable measures with high financial return.

5. Based on the above, the expert is expected to (i) recommend a strategic roadmap for ATC loss

reduction which may consist of the interventions listed below; (ii) assess the feasibility of

implementing these interventions in the context of Uttar Pradesh; and (iii) propose how these

interventions can be prioritized in different electricity supply divisions.

a. Usage of armored cable for service line

b. Shifting overhead network to underground

c. Usage of aerial bundle cables for low voltage network instead of bare conductors

d. Installation of smart meters and prepaid meters to improve the collection efficiency.

e. Usage of appropriate technical solutions for theft detection and control

f. Usage of appropriate technical solutions for reduction of technical loss

g. Usage of appropriate technical solutions and business processes for improving recovery and/or

avoidance of commercial loss

h. Feeder segregation for agricultural load Eligibility Criteria : Minimum Qualification Requirements

With a Bachelors degree in Electrical Engineering and an overall experience of about 20 years in the

power distribution sector and about 15 years experience in advising Indian Power Distribution

Companies

on intuitional reforms and commercialization, loss reduction strategies and management consultancy

assignments for DISCOMS. An extensive experience in Indian power utilities is required.
