ACPO and NDORS have established a UK National Model Programme which the successful service provider(s) must deliver and conform to at all times, ensuring that the Schemes operated on behalf of all Police Forces of the United Kingdom and Northern Ireland conform to one common standard. West Yorkshire Police (WYP) are seeking a fully managed service, excluding venues, of NDORS from the course bookings to the course delivery and notification back to the relevant Force of each course outcome. The successful service provider will reimburse WYP a specific fee at the rate identified by WYP per course, further details will be provided at the tender stage. The courses will be delivered from venues strictly identified by WYP. The service provider will be expected to make use of each classroom provided by WYP to deliver three courses per day. The service provider will ensure that courses are provided in the evenings as well as weekends. The successful service provider will reimburse WYP a specific fee at the rate identified by WYP per course, further details will be provided at the tender stage. The successful supplier will manage the availability of instructors/training staff to deliver the NDORS courses to the NDORS training standards. It is anticipated over the life of the initial two years of the contract that West Yorkshire Police will introduce their own suitable qualified instructors/training staff to deliver the NDORS courses. These staff may be training and work alongside the trainers supplied by the service provider. West Yorkshire Police (WYP) experience in excess of 100,000 driving offences each year. With a view to furthering road safety the Association of Chief Police Officers (ACPO) are encouraging Police Forces to provide the National Driver Offender Retraining Schemes (NDORS) as a voluntary alternative to court and prosecution to offending motorists who would benefit from improving their driving skills and road awareness following police intervention. Further details with regard to NDORS can be found as separate attachments in addition to the link below. Service Provider will be expected to deliver each current and any future driving scheme under the NDORS programme to the ACPO specification. Current NDORS Guidance documents are attached for your information.
