Joan Penney is Edmonds Community College's new dean for humanities and social science. Penney joins the college as it expands its class offerings in the humanities, particularly in its theatre and music departments. Penney also serves on the Washington State Arts Commission. She most recently directed the Bellingham Festival of Music. She earlier-worked for 18 years at Skagit Valley College as executive director for the McIntyre Hall Performing Arts and Conference Center, dean of academics, music instructor and choral director. She earned two degrees in music, a master's in vocal performance from Western Washington University and a bachelor's from Seattle University.
