Editorial.

The 42nd issue of Em Pauta Journal--Social Theory and Contemporary Reality, inaugurates the practice of inviting guests for the edition of thematic dossiers within the journal's editorial flow. Thus, the Family and Social Policies thematic dossier is edited by professors Andrea de Sousa Gama, from UERJ's Faculdade de Servico Social, and Regina Celia Tamaso Mioto, professor of the Universidade Federal de Santa Catarina's Graduate Program in Social Work, both with an academic trajectory in the field of study of the theme. We hope, from this first experience, to deepen our editorial objective of offering readers and authors of the areas of social work, social sciences, and humanities a journal of academic and scientific quality, encouraging and promoting critical social thought with social relevance. The following is the presentation of the editorial content of issue 42, starting with the Family and Social Policies theme.

Discussions about families and their activities go back to the beginnings of the profession of social worker in Brazil, following the conservativeg11600 character that was strongly characterized by a normative process of personal and family behavior. However, although social work has always worked with families, research and knowledge production did not follow the changes in theoretical-methodological design and professionalisation project, and the debate on families was for some time secondary and/or dissonant with the critical approaches that make up the current reality of the profession. The major turning point in contemporary discussions about families was the impact of neoliberal ideology on social policies and welfare pluralism that places the family in a condition of centrality in the provision of social protection. These influences have led to the deepening of a familiarization process that has further increased inequalities between social classes and the reactivation of disciplinary practices, especially in relation to poor families.

The main objective of this special issue was to present the state of the art of contemporary productions about families as an important source for working with them in their articulation with social policies. Taking a critical assessment of this production is also the concern of the Family and Social Policy Research Network (REFAPS), which aims to articulate the production of knowledge among researchers and social work professionals and related areas in the field of Family and Social Policies and in which the special editors of this issue take part. In addition, the need to deepen this subject in the context of the Brazilian reality, particularly in the field of undergraduate and graduate training in professional areas that work directly with families, becomes extremely relevant.

In this sense, what has this call for papers signaled us in terms of contemporary productions on Family and Social Policies? What dilemmas or gaps have been faced and which have not yet been adequately thematized? The first articles deal with theoretical discussions about the family by inserting it in a historical and socially determined perspective, as some of them incorporate the contributions of gender studies. Another group of articles evidence the debate on family and social policies and throws light on the construction of social policies based on the family and the professional challenges posed. They appear comparatively between different countries and a special highlight is the Interview section, which presents the experience of building Uruguay's Integrated National System of Care, a model that is increasingly being studied as an innovative experience of building social policies related to families. Articles that address the practice of social work with families are no exception at all within the social assistance policy that brings sociofamiliar matriciality as one of its structuring axes.

Despite the rich mosaic that these works present, we can identify some absences in the debate, such as social work with families in other social policies, such as health, education, and the socio-legal system, all of which work strongly with families, in addition to the absence of the ethnicracial marker. However, there is concentration in certain social groups, such as the elderly and teenagers. Faced with the range of social demands related to care present in professional work and the challenges for families, the need to expand studies and research on caregiving draws attention, either for the social groups that receive it or for the social subjects that provide this care, whether paid or not.

So heterogeneous in appearance, all texts in this thematic issue are part of the same concern to advance an agenda of debates on Families and Social Policies and to improve social services that are part of the different social policies for the user population and their families. For this reason, it is fundamental to recognize that families are not homogeneous in resources, stages of the life cycle, cultural forms, and level of interaction with the whole of legislation and social policies, such as the overcoming of the familistic character that permeates the political culture of Brazilian society.

Following the dossier, the journal publishes five articles that compose the editorial section Free Theme and analyze historical and theoretical issues of capitalist social reality, Marxist production, and social work, with emphasis on historical processes of mobilization and resistance of civil society, the limits and potentialities of the field of human rights in bourgeois society and the profession of social work, and on gender relations in the history of social work.

In 2018, Brazil completed 130 years of formal abolition of slavery. However, the structural and institutional racism that goes hand in hand with the history of Brazilian formation, and the reproduction of different and repeated modes of oppression of black men and women in Brazil, still alive today, alert us and call us to reflect and denounce racism as a persistent secular praxis of production of unequal forms of domination. In this sense, the sections Photographic Exhibition and Homage compose the editorial content dedicated to preserving the memory of slavery's violence and to reflecting critically on the persistence of racism in Brazil. In this sense, the goal is to to make visible the many cultural, political, and biographical ways of resisting racism, of constructing intersectional actions between race, gender, and human rights, and of preserving African and Afro-Brazilian history and memory. Thus, the Pretos Novos Research and Memory Institute (IPN), located in the Gamboa neighborhood of Rio de Janeiro, part of the Port Region of the city, also known historically as "Little Africa", opens the photographic exhibition presenting the history of the Pretos Novos Cemetery, with which the history of IPN itself is interwoven. As announced in the opening text of the photographic exhibition,
   The archaeological and historical vestiges of this holy ground are
   testimony to the violent and cruel action suffered by the Africans
   who did not resist the mistreatment of the transatlantic capture
   and travel. This account revealed by historiography and brought to
   light by archeology, full of disrespect and pain, is still unknown
   by many, because it is not recounted in schools and is not even
   mentioned in history books about slavery. For this reason, the
   importance of this Memorial Museum is reaffirmed, in which the
   Novos Pretos Cemetery stands as the centerpiece for this debate.


Continuing with the axis of reflection on the 130 years of abolition of slavery in Brazil, the journal presents a Homage to Marielle Franco, a black woman from the Mare favela, a human rights activist, and a Rio de Janeiro city councilor assassinated in March 13, 2018. The crime, until now, has no investigative or criminal solution, and goes unpunished. Lia de Mattos Rocha, a professor of social sciences at UERJ and Marielle's personal friend, writes the life homage to Marielle. As her words very well sum up,
   The change we wanted to see in politics was expressed in her body.
   (...) it came from struggles, from social movements, from black
   collectives of universities, from carnival blocks, from groups of
   funk artists. She was because we all were a different way of
   living, of moving in the city, of being in politics, of fighting.


Through the editorial choice for this life homage, in the context of the 130 years of formal abolition of slavery, but not of racism, the Editorial Team cries: Marielle, present!

This edition also presents the interview Proteccion social y familia: la experiencia de la construccion del Sistema Nacional Integrado de Cuidados de Uruguay--Entrevista con el profesor Marcelo Castillo that adds to the reflections of the thematic dossier. Marcelo Castillo is a political scientist, research professor at the Universidad de la Republica de Uruguay (UDELAR) and works in the area of Planning and Monitoring of Uruguay's Integrated National System of Care, in which he is responsible for knowledge management, as well as being part of the management team of the Information and Studies Center of Uruguay (CIESU). Finally, we present the reviews of the book Mudancas nas familias brasileiras (1976-2012): uma perspectiva de classe e genero (Changes in Brazilian Families 1976-2012: a class and gender perspective), by Nathalie Reis Itaborai, and Estado, democracia, politicas publicas e direitos LGBT (State, democracy, public policies, and LGBT rights), by Marcio Sales Saraiva.

A presente edicao 42 da Revista Em Pauta, Teoria Social e Realidade Contemporanea, inaugura a pratica de editoria convidada para a organizacao de dossies tematicos, dentro do fluxo editorial da revista. Assim, o dossie tematico Familia e Politicas Sociais possui editoria das professoras Andrea de Sousa Gama, da Faculdade de Servico Social da Universidade do Estado do Rio de Janeiro, e Regina Celia Tamaso Mioto professora do Programa de Pos-Graduacao em Servico Social da Universidade Federal de Santa Catarina, ambas com trajetoria academica no referido campo tematico de estudo e pesquisa. Esperamos, a partir dessa primeira experiencia, aprofundar nosso objetivo editorial de oferecer ao publico leitor e autor das areas de Servico Social, Ciencias Sociais e Humanas um periodico de qualidade academica e cientifica, incentivador e difusor do pensamento social critico e com relevancia social. A seguir, passamos a apresentacao do conteudo editorial da edicao no. 42, iniciando pelo dossie tematico Familia e Politica Social.

As discussoes referentes as familias e a atuacao junto a elas remonta aos primordios da profissao de Servico Social, no Brasil, acompanhando o carater conservador que se caracterizava fortemente por um processo normatizador de condutas e comportamentos familiares. Entretanto, apesar do Servico Social sempre ter atuado junto as familias, as investigacoes e a producao de conhecimentos nao acompanhou as mudancas de concepcao teorico-metodologica e de projeto profissional e o debate sobre as familias foi durante algum tempo secundarizado e/ou dissonante com as abordagens criticas que conformam a atualidade da profissao. O grande ponto de inflexao que determinou as discussoes contemporaneas sobre as familias foi o impacto do ideario neoliberal nas politicas sociais e o pluralismo de bem-estar que recoloca a familia em condicao de centralidade na provisao de protecao social. Tais influencias provocaram o aprofundamento de um processo de familiarizacao que incrementou ainda mais as desigualdades entre as classes sociais e a reativacao de praticas disciplinadoras, principalmente, em relacao as familias pobres.

O principal objetivo desse numero especial foi apresentar o estado da arte das producoes contemporaneas sobre as familias como fonte importante para o trabalho com as mesmas em sua articulacao com as politicas sociais. Realizar um balanco critico dessa producao e tambem a preocupacao da Rede de Pesquisa Familia e Politica Social (ReFAPS), que visa articular a producao do conhecimento entre pesquisadoras(es) e profissionais do Servico Social e areas afins no campo da Familia e Politica Social e na qual as editoras especiais desse numero tomam parte. Ademais, adquire extrema relevancia a necessidade de aprofundamento dessa tematica no contexto da realidade brasileira, particularmente no campo da formacao de graduacao e pos-graduacao em areas profissionais que atuam diretamente com familias.

Nesse sentido, o que esta Chamada nos sinalizou em termos das producoes contemporaneas sobre Familia e Politicas Sociais? Quais dilemas ou lacunas foram enfrentados e quais ainda nao foram adequadamente tematizados? Os primeiros artigos versam sobre discussoes teoricas sobre a familia inserindo-a em uma perspectiva historica e socialmente determinada, assim como alguns deles incorporam as contribuicoes dos estudos de genero. Outro grupo de artigos traz o debate sobre familia e politica social e joga luz na construcao de politicas sociais que tem por base a familia e os desafios profissionais colocados. Esses aparecem de maneira comparativa entre paises e ganha destaque a secao Entrevista que apresenta a experiencia de construcao do Sistema Nacional Integrado de Cuidados do Uruguai, modelo que vem crescentemente sendo estudado como uma inovadora experiencia de construcao de politicas sociais relacionadas as familias. Os artigos que abordam o trabalho do servico social com familias nao a toa se concentram no interior da politica de assistencia social que traz em seu bojo a matricialidade socio familiar como um dos seus eixos estruturantes.

Apesar do rico mosaico que esses trabalhos apresentam, podemos identificar algumas ausencias no debate como, o trabalho social com familias nas demais politicas sociais, como a saude, a educacao e o sistema sociojuridico que atuam fortemente com as familias, alem da nao incorporacao do marcador etnico-racial. No entanto, verifica-se uma concentracao em determinados grupos sociais, como idosos e adolescentes. Frente a gama de demandas sociais correlatas ao cuidado presentes no trabalho profissional e os desafios para as familias, chama a atencao a necessidade de ampliar estudos e pesquisas sobre o trabalho do cuidado, seja para os grupos sociais que o recebem, seja para os sujeitos sociais que provem esse cuidado, de forma remunerada ou nao.

Aparentemente tao heterogeneos, todos os textos deste numero tematico fazem parte da mesma preocupacao de fazer caminhar uma agenda de debates sobre Familias e Politicas Sociais e aprimorar os servicos sociais a populacao usuaria e suas familias que integram o campo das diferentes politicas sociais. Para isso e fundamental tanto o reconhecimento de que as familias nao sao homogeneas em recursos, fases do ciclo de vida, formas culturais e nivel de interacao com o conjunto da legislacao e das politicas sociais, como a superacao do carater familista que transpassa a cultura politica da sociedade brasileira.

Na sequencia ao dossie, a revista publica cinco artigos que compoem a secao editorial Tema Livre e que analisam questoes historicas e teoricas da realidade social capitalista, da producao marxista e do Servico Social, com enfase sobre processos historicos de mobilizacao e resistencia da socie dade civil, os limites e potencialidades do campo dos direitos humanos na sociedade burguesa e na profissao do Servico Social e sobre relacoes de genero na historia do Servico Social.

No ano de 2018, o Brasil completou 130 anos de abolicao formal da escravidao. Contudo, o racismo estrutural e institucional que acompanha a historia da formacao brasileira, e a reproducao de diferentes e reiterados modos de opressao de negros e negras, no Brasil, ate o tempo presente, nos alertam e convocam a refletir e a denunciar o racismo como praxis persistente e secular de producao de formas desiguais de dominacao. Nesse sentido, as secoes Mostra Fotografica e Homenagem de Vida compoem o conteudo editorial dedicado ao nao apagamento da memoria da violencia da escravidao em nosso pais, a reflexao critica sobre a persistencia do racismo no Brasil, mas tambem objetiva visibilizar formas culturais, politicas e biograficas de resistencia ao racismo, de construcao de acoes interseccionais entre raca, genero e direitos humanos, e de preservacao da historia e da memoria africana e afro-brasileira. Assim, o Instituto de Pesquisa e Memoria Pretos Novos (IPN), situado no bairro da Gamboa, no Rio de Janeiro, territorio da Regiao Portuaria da Cidade tambem conhecido historicamente como "Pequena Africa", abre a mostra fotografica apresentando a historia do Cemiterio dos Pretos Novos, a partir da qual se entrelaca a historia do proprio IPN. Como anunciado no texto inicial da mostra fotografica,
   Os vestigios arqueologicos e historicos deste campo santo sao
   testemunhos da acao violenta e cruel sofrida pelos africanos que
   nao resistiram aos maus tratos da captura e viagem transatlantica.
   Este relato revelado pela historiografia e trazido a luz pela
   Arqueologia, repleto de desrespeito e dor, ainda e desconhecido por
   muitos, pois nao e contado em todas as escolas e nem sequer e
   mencionado nos livros de historia que tem a escravidao como tema.
   Por isto, reafirma-se a importancia deste Museu Memorial, no qual o
   Cemiterio dos Pretos Novos se impoe como peca central para este
   debate.


Dando continuidade ao eixo de reflexao dos 130 anos de abolicao da escravidao no Brasil, a revista apresenta Homenagem de Vida a Marielle Franco, mulher, negra, moradora da favela da Mare, militante dos direitos humanos e vereadora da cidade do Rio de Janeiro assassinada em marco de 2018, um crime, ate hoje, sem solucao investigativa e criminal, que segue impune. A professora de Ciencias Sociais da UERJ e amiga pessoal de Marielle, Lia de Mattos Rocha, escreve a homenagem de vida a Marielle. Como bem sintetiza suas palavras,
   A mudanca que queriamos ver na politica estava expressa no corpo
   dela. (...) ela vinha das lutas, dos movimentos sociais, dos
   coletivos negros das universidades, vinha dos blocos de carnaval,
   vinha dos grupos de artistas do funk. Ela era porque nos todos
   eramos uma forma diferente de viver, de circular na cidade, de
   estar na politica, de lutar.


Atraves da escolha editorial por essa homenagem de vida, no contexto dos 130 anos de abolicao formal da escravidao, mas nao do racismo, o Comite Editorial brada: Marielle, presente!

Esta edicao conta tambem com a entrevista Proteccion social y familia: la experiencia de la construccion del Sistema Nacional Integrado de Cuidados de Uruguay--Entrevista con el profesor Marcelo Castillo que compoe as reflexoes do dossie tematico. Marcelo Castillo e cientista politico, professor pesquisador da Universidad de la Republica de Uruguay (UDELAR) e trabalha na area de Planejamento e Monitoramento do Sistema Nacional Integrado de Cuidados do Uruguai, onde e responsavel pela gestao de conhecimento, alem de integrar a equipe de gerenciamento do Centro de Informacao e Estudos do Uruguai (CIESU). Por ultimo, apresentamos as resenhas dos livros Mudancas nas familias brasileiras (1976-2012): uma perspectiva de classe e genero, de Nathalie Reis Itaborai, e Estado, democracia, politicas publicas e direitos LGBT, de Marcio Sales Saraiva.
