Edelberg & Espina to Announce Lawsuit Against LAPD by Officer Who Exposed Alleged Violations by Former Chief Williams.

According to the law firm of Edelberg & Espina, when Bernard Parks became Chief of Police of the Los Angeles Police Department (LAPD) in 1997, the career of Lieutenant Kathleen Ann Sheehan -- now a 22 year veteran serving as a Watch Commander in the North Hollywood Division -- soon changed rapidly for the worse. Lt. Sheehan stood up for principles and ethics rather than be involved in some of the corruption and graft which was found on the upper levels of the LAPD administration. She did not become involved in efforts by some to mollify the press and city leaders, which she observed. She worked to improve training methods and implement changes recommended by the Christopher Commission.
It was Lt. Sheehan, who served as Executive Officer to then Chief Willie Williams, who reported to the Police Commission his alleged abuse of funds as well as the inappropriate gifts he received. Because she functioned as a "whistle blower" and reported Chief Williams' violations of department regulations and didn't adhere to the prevailing "police culture," she feels she incurred the wrath of Chief Parks and Willie Pannell, a high ranking LAPD official. Lt. Sheehan contends that the Parks Administration, overseen by Pannell, instigated a concerted campaign to blemish her otherwise successful career and this resulted in her experiencing severe harassment, scorn, demotion and its improper refusal to promote her (despite her test scores being at the highest level). With a new administration about to take over, Lt. Sheehan feels it is imperative that what she believes are systematic problems at the upper levels of the LAPD be cleaned up. (Ed. Note: Lt. Sheehan also reported the use of force violations by the Foothill Division prior to the Rodney King incident as well as identified underlying problems at the Rampart Division prior to that scandal.)
On Tuesday, October 8, a news conference will be held in the Conference Room of the Encino law firm of Edelberg & Espina to announce a lawsuit that Lt. Sheehan is filing, alleging the above, against the LAPD, former Chief Parks, Deputy Chief Pannell and others for Retaliation, Sexual Discrimination and Harassment.
