ISSUES STATEMENT ON PASSAGE OF SURFACE TRANSPORTATION LEGISLATION
 WASHINGTON, Nov. 27 /PRNewswire/ -- Following is the statement of Bruce M. Fried, executive director, America's Coalition for Transit NOW, on passage of surface transportation legislation:
 On the eve of Thanksgiving, Congress has thankfully reached final agreement on a compromise transportation bill that combines both far-reaching provisions and immediate help for the ailing economy.
 New and innovative measures directing future transportation decisions and increased transportation investment were proposed in both the original Senate and House bills. The final agreement, concluding two years of debate, sensibly combines the best provisions of both bills. And, the final bill comes none too soon to trigger much-needed new jobs and new investment. It sets the nation on a course toward renewal, expansion and integration of our transportation systems.
 Most notable among the provisions of the compromise are a two-thirds increase in transit funding, to $31.5 billion over six years; the flexibility to do more with highway funds; and greater authority for local officials to determine the mix of transportation investments made locally.
 Members of America's Coalition for Transit NOW are gratified and enthused over the opportunity to expand the role of public transit. If fully funded, transit provisions of the bill will:
 -- support 380,000 full-time jobs each year.
 -- prompt $100 billion in business revenues over the six-year authorization period.
 -- greatly enhance efforts to reduce auto emissions, as required by the Clean Air Act.
 -- assure mobility to millions of disabled Americans, as required by the Americans with Disabilities Act.
 -- promote much-needed balance and integration of transit and highway systems.
 -- offer support for long-delayed new transit projects and travel options to ease strangling traffic congestion.
 The Transit NOW Coalition congratulates congressional leaders for their foresight and dogged determination to deliver this landmark bill to the President for his signature. We urge the President to sign it at his earliest opportunity. We look forward to assisting Congress and the Administration in carrying out fully the transit provisions in the months and years ahead, because, as Congress has recognized ... America's future rides on transit.
