ETHYL-EPA AGREEMENT

 RICHMOND, Va., Nov. 30 /PRNewswire/ -- Ethyl Corporation (NYSE: EY) said today that the U.S. Environmental Protection Agency (EPA) has determined that emissions data contained in the company's HiTEC(R) 3000 performance additive waiver application satisfy all Clean Air Act standards for approval.
 However, Ethyl said the EPA was not able to complete its assessment of the overall public health implications of manganese. Therefore, Ethyl and the EPA have mutually agreed to an extension of 180 days to resolve this last remaining issue.
 Bruce C. Gottwald, president and chief executive officer of Ethyl, said: "Ethyl has engaged in more testing of HiTEC 3000 performance additive than has been conducted on any other fuel additive in history. These testing efforts have demonstrated repeatedly the environmental benefits of the additive. We also have monitored manganese in the air in Canada, where the additive has been used for 15 years, and find manganese in the air in Toronto, for instance, at about the same levels found in major cities where the additive has never been used."
 Gottwald also said: "Nearly two years ago, the EPA said it could not conclude that there would be any public health risk associated with the use of the additive. We believe, therefore, that Ethyl and the EPA can resolve the one remaining issue within the 180-day extension period. Once that is resolved, Ethyl will be able to market this beneficial fuel additive."
 Approval of Ethyl's waiver application would allow the company to sell the additive for use in unleaded fuel in the United States. Ethyl has agreed to conduct any tests which may become necessary as part of any final agreement.
