 RICHMOND, British Columbia, July 29 /PRNewswire/ -- Tom Siddon, Minister of National Defense, and member of Parliament for Richmond, announced Wednesday, July 28, on behalf of Larry Schneider, Minister of Western Economic Diversification, that MDSI Mobile Data Solutions Inc. (MDSI) has been awarded a $1,000,000 interest free loan. The proceeds will be used to assist with the purchase of all rights to Motorola Inc.'s Utility Computer-Aided Dispatch System (U-CAD), and to develop new software products, to purchase new equipment and to establish a marketing program.
 "Western Diversification's assistance ensures that this Canadian- developed technology and jobs remain here in B.C.", said Siddon. "If MDSI had not purchased the Motorola assets, the technology would likely move to the United States."
 Siddon's announcement describes the history of MDSI as follows: "From 1978 to 1988, Mobile Data Inc. (MDI) of Richmond, grew from a small start-up company to become a recognized world leader of radio- frequency ("RF") data systems used by a variety of user groups, including major electric and gas utility companies in North America, Europe, Australia and Hong Kong. However, in 1988, Motorola Inc. chose to become the dominant supplier in North America in the radio frequency data business and bought out MDI -- its main competitor. Motorola subsequently decided to divest itself of the application software side of the RF data business, and instead, focus its efforts on RF equipment and related mobile and portable devices."
 Western Economic Diversification Canada (WD) was established to diversify the Western Canadian economy by encouraging the development of new products, new markets, new technology, improved industry-wide competitiveness, and import replacements. The federal department also acts as an advocate for the west in the national decision-making process. On June 24, 1993, MDSI received its first quarterly draw from WD, as reimbursement for $343,000 in qualifying expenditures. Application has been made by MDSI for its second draw, for qualifying expenditures incurred to June 30, 1993.
 MDSI is an applications software provider and systems integrator in the data-communications-over-radio business. MDSI owns, develops, markets, installs and services U-CAD software for mobile service fleets in the electric and gas utilities and cable television industries. These systems are specifically designed to automate the dispatching process, improve real-time communications between mobile units and dispatch office, provide field service technicians with a paper-less environment -- and, by streamlining the processes of the mobile field service fleets, enable the user to provide an enhanced level of service to the customer at a significantly reduced cost.
 MDSI's U-CAD software system achieves the objective of effective real-time management of fleet and order activity by providing accurate and timely information to fleet management personnel, facilitating order load balancing to achieve service schedule commitments, replacing voice- over-radio communication with data-over-radio communication, and permitting information inquiry and database updates directly from the field. The system is written in "C" language under the UNIX (AIX) operating system.
 MDSI is now a leading supplier of mobile data computer-aided dispatch software and integration services to the utility and cable television industries with an installed base of (U.S.) $22 million residing in some 17 North American utilities. MDSI personnel represent some of the original developers and innovators of mobile data technology, and constitute one of the most highly experienced and proficient teams in the industry.
