EPD FINALIZES ENFORCEMENT ACTION WITH INLAND CONTAINER CORPORATION, ROME, GA.

 ATLANTA, Oct. 1 /PRNewswire/ -- The Georgia Environmental Protection Division (EPD) announced yesterday that it has issued a Consent Order to Inland Container Corporation, a pulp mill in Rome, Ga.
 The order resolves wastewater discharge permit violations by the pulp mill which occurred in July 1993. The permit violations at the Inland Container facility resulted in violations of the water quality standards in the Coosa River and a subsequent fish kill.
 On July 8 the company had a manufacturing process malfunction which caused an upset of their water pollution control facility. Subsequently, the facility was not able to meet its state permit limits, and inadequately treated wastewater caused a fish kill which was estimated at approximately 7,000 fish.
 EPD immediately investigated the fish kill, and later issued an emergency order to shut the plant down on July 16. The plant was shut down for seven days, until it was demonstrated that the plant could meet the permit limits. This order has been issued to resolve the fish kill, permit violations, the state investigation costs, and the delays in notification to the EPD of the process upsets at the plant.
 The order requires a total monetary settlement of $600,000, of which $100,000 will be paid to the state of Georgia, and $250,000 will be spent by the company in 1993 and 1994 to evaluate, prioritize and implement methods to reduce water pollution at the source. The remainder of the settlement amount will be spent over the next three years to provide specific operational improvements to the plant which will further reduce the level of pollutants being discharged to the Coosa River.
